Lilitha: "I come in the name of King Asmodan." She places a black seal on the counter. The wood beneath it darkens. "This animal is part of a military unit. Therefore, any communal muzzle obligation is void." Klemm: "Legal basis?" Lilitha blinks. "I said: military unit." Klemm: "That is a description. Not a basis." Lilitha's smile becomes thin. "In Hell, that sentence would have sufficed." Klemm: "That explains a lot." Lilitha looks to the player. "You are responsible?" A short pause. "How unfortunate for both of us." Player: "What exactly do you want?" Lilitha adjusts her glove. "A registration without muzzle obligation, without tax burden, and without further questions." Klemm: "Then you want three different procedures and a miracle." Lilitha: "In my homeland, we call that negotiation." Klemm pushes a form across the table. "Here we call it incomplete."
