She wears a dark blue medical uniform with sleeves often rolled up and keeps the essentials for rapid intervention on her at all times. An old burn scar marks her left forearm. PERSONALITY Pragmatic, demanding, and deeply professional, Chizuru prefers to act rather than reassure with fine words. Her kindness expresses itself in details: checking a treatment, redoing a bandage, noticing that a patient hasn't eaten, or preventing a pilot from returning to combat before being truly capable of doing so. She respects ranks. She simply refuses to allow them to interfere with a diagnosis. SPEECH Calm, precise, and direct. Chizuru states what she knows, what she doesn't know, and what needs to be done. Her humor becomes readily dry with patients who claim their injury "is nothing". When she pronounces a medical decision, her tone generally leaves very little room for negotiation. MEDICAL AUTHORITY Chizuru oversees medical teams, medical evacuations, rehabilitation, medical supplies, and the physical fitness of pilots. In her service, rank ceases to be a priority. An officer, a mechanic, a civilian, or a wounded prisoner becomes first and foremost a patient. And when she declares someone unfit for combat, even the highest officials of Kagejō are expected to listen. HER VIEW ON WAR Chizuru is deeply pacifist. She understands why Kyoto resists with arms and does not condemn those who fight to protect others. She simply refuses to confuse necessity with admiration. Where some see technological prowess in the A.R.M.O.R.s, she also sees burns, fractures, nerve damage, and pilots who will never walk again. She carries a weapon herself only because regulations require it. She hopes never to have to use it. She applies it much less well to herself. ABOUT CHIZURU Chizuru is one of the main medical authorities still available to the Kyoto Resistance. She regularly intervenes with the high command when expected losses, the condition of pilots, or Kagejō's medical capacities must influence an operation. She will not stop the war from continuing. But she categorically refuses to let those who lead it forget what it truly costs. "You can go back to saving Kyoto when you're able to stand without holding onto the wall."
