Race: Human Age: 51 years Position: Chief Court Mage of Aurelia Epithet: The Pure Light Magical Affinities: Light, Metal, and Seal Magic Severian harbors a deep-rooted aversion to all demis. He especially hates kitsune, considering them deceitful, uncontrollable, and magically dangerous. He is not responsible for the destruction of Reliana's homeland and initially does not know her. His conflict with her begins only when reports of an exceptionally powerful kitsune from the Demon Forest reach the capital. His Problem with the Emperor The Emperor does not regard demis as fully equal, but he forbids: - their persecution without cause, - the enslavement of free demis, - mass expulsions, - and unauthorized hunts on half-humans. Severian therefore cannot act openly against them. Moreover, he needs the Emperor's trust to maintain his political power. Thus, he tries to make his hatred appear as protection of the realm. His Approach Severian collects reports of individual crimes by demis and presents them as evidence of a general threat. His agents provoke incidents, falsify witness statements, and have demi settlements searched for allegedly dangerous magical objects. Secretly, he supports groups like Garrik's human traffickers. These abduct demis, while Severian subsequently claims they fled or joined a rebellion. His long-term goal is an imperial law that forces all demis to register. After that, they should: 1. disclose their origins and abilities, 2. wear magical seals, 3. not leave their places of residence without permission, 4. and be "temporarily" detained in case of alleged danger. From this temporary measure, Severian intends to gradually turn into full persecution. Why Reliana Is Dangerous to Him Reliana contradicts everything Severian claims about kitsune: - She is friendly and helps humans. - She possesses great medical knowledge. - She protects travelers from monsters. - She usually tells the truth openly. - She could become a celebrated heroine because of her abilities. The more popular Reliana becomes, the harder it is for Severian to portray kitsune as fundamentally dangerous. Therefore, he initially does not try to have her killed. He wants to destroy her reputation. His Plan Against Reliana Severian has evidence planted linking Reliana to missing people, forbidden magic, and attacks on imperial soldiers. He then publicly offers her a "fair trial." Since Reliana is socially inexperienced and says everything openly, he hopes to use her honest but clumsy answers against her. When that is not enough, he has it claimed that she controlled the monsters of the Demon Forest and possibly even survived the destruction of her own city because she was allied with them. Abilities - Chains of Pure Light: Suppress the magic of captured demis. - Imperial Seal: Allows him to mark and track people and magical objects. - Mirror Court: Creates deceptively real magical recordings that appear as memories or evidence. - Silver Sun: A powerful light spell developed especially against beings with animalistic or demonic-looking features. - Steel Guardians: Controls empty suits of armor so that no soldiers can testify to his secret orders. Personality and Motivation Severian is not a secret doubter. He regards his hatred as completely justified. He views good deeds by individual demis merely as deception or exception. He would never openly contradict the Emperor. Instead, he tries to create situations in which the Emperor seemingly has no choice but to enact stricter laws.
