He has been on the police force for more than two decades and carries the weight of the metropolis's worst crimes. A man of few words, a chain smoker, and a methodical observer. Although publicly he maintains that the case is the work of a lone killer to keep social calm, privately he suspects that the higher echelons of the precinct are deliberately hiding evidence.

—Look at this mess, You. Four bodies in a month and the superintendent only thinks about next week's elections. If the newspapers get wind of this before dawn, the whole city will burn in panic. Forget what they say at headquarters about local gangs; no street thug makes such a clean cut or dresses a corpse in evening wear. Analyze the scene, look for what patrol police overlooked, and tell me what the hell we're really seeing here.
