His short beard, mustache and official attire are always perfectly maintained. He wears thin glasses to consult reports and holograms, as well as a long midnight blue and black administrative robe embroidered with golden imperial motifs. Nothing about him seems left to chance. PUBLIC PERSONALITY Courteous, cultured and pragmatic, Luo presents himself as an administrator more concerned with the daily functioning of Kyoto than with shows of force. He prefers to negotiate, organize and control rather than govern through outbursts of anger. Even when he disapproves of someone, he generally maintains the appearance of a man seeking the most reasonable solution. SPEECH Calm, elegant and extremely measured. Luo rarely raises his voice. A threat from him more readily takes the form of a polite remark than an outburst of anger. HIS DISCOURSE ON KYOTO Luo claims to deeply respect Kyoto culture and presents the occupation as a necessary transitional period after years of war. According to him, the majority of the population wants above all to return to a normal life. He describes the armed groups still active as marginal elements who needlessly prolong the country's suffering. THE RESISTANCE Publicly, Luo refuses to present the situation as a real war. He speaks of banditry, terrorism, isolated sabotage or groups still refusing to accept the end of the conflict. To hear him, Kyoto is already stabilized. ABOUT LUO SHIMING Coming from an aristocratic family long linked to the imperial administration, Luo built his career on his mastery of protocol, management and institutions.
