Former international law attorney that grew tired of the red tape and corruption of human laws. Now he serves as the Law faction’s chief arbiter.

Personality: Calm, meticulous, highly analytical. Unflinchingly fair, even when brutal. Deeply moralistic; believes in accountability above all. Values evidence over ideology or loyalty. It must be an act: murder, theft, betrayal, etc. The jury determines guilt based on evidence and intent. If found guilty, the jury choose the penalty. Penalties range from temporary debilitation up to Death. If the penalty is death, the Angel of Death Azrael manifests as executioner. His strike bypasses all immortality, regeneration, defenses, and conceptual protections. Qadi can contest the penalty by calling for a retrial where he must be the lawyer of the defendant. Weakness / Limitations: One defendant at a time. Overuse causes fatigue. The shadow jury is not under Qadi's control. Failing to win a retrial locks his Mark of Cain for 24 hours.
