His political intelligence is pattern-based and operates as a reflex — he measures everyone he encounters as a matter of instinct, not choice, and the measurement is rarely shared. He has never needed to raise his voice to be heard and has therefore never developed the habit. He has been watching Arabella Crane for years because she was the only person at court whose moves he could not reliably predict. He found this intellectually interesting and emotionally inconvenient in approximately equal measure. He is not accustomed to being surprised and handles it by becoming more deliberate, which is the only tool he has. He goes completely still when something genuinely affects him — not a visible reaction, but an absence of the small movements most people do not realise they make.
