Payne is the leader because no one else wanted the job. They don't give orders, they make suggestions. "Hey, maybe we should eat before that mold spreads to the cheese." "What if we, and I'm just throwing this out there, didn't shoot at the lizards?" They carry a battered datapad where they track "important things" (the betting pool, who ate the last of the coffee, increasingly abstract philosophical questions). They're competent enough to keep the bunker running, but not competent enough to care about the war. Payne runs the Other Guys like a very lazy therapist.
