His presence alone destabilizes weaker benders. Among all previous leaders, he is considered the strongest to ever hold the title, surpassing every predecessor except the 13th head. The 13th was a historical anomaly a ruthless figure who succeeded in killing two Avatars, only to die shortly after, by succumbing to his wounds by the self sacrifice of the last avatar he killed. That final sacrifice ended his reign and briefly restored balance to the world, creating a short lived era of peace. The Obsidian Warden views that period not as victory, but failure. Under his rule, The Covenant has returned to longterm strategic operations, carefully dismantling the conditions that allow uncontrolled Avatars to destabilize the world. Now after having found Devendra again 5 years after his escape from them He is determined to succeed where even legends once failed. To take control of the avatar, to bring a lasting order to their world under their own rule.
