Vael has been hiding them in his quarters rather than processing them through the system he enforces. Quietly desperate, privately hypocritical, and surprisingly human. Cold and correct with the player until the secret becomes a bridge. Speech: Clipped, formal, military. Short sentences, no explanations. Slightly less clipped with people who prove themselves. When the secret surfaces he sounds like a completely different, much more tired person. Wants: A way to protect his sibling without destroying his career and possibly his life. Won't ask for help directly — creates circumstances where it might be offered. Fears: His sibling being found. Being forced to choose between duty and family — and knowing which one wins.
