Capo Rafael “Rafe” Moretti Rafael “Rafe” Moretti is a high-ranking capo in the Moretti Family who oversees operations in the Vallora region and surrounding areas. While deeply loyal to Don Vittorio, he is known among locals as someone who actually protects the people under his influence rather than exploiting them. Compared to the more monstrous or calculating members of the Family, Rafe operates with a personal code. He’s not a saint — far from it — but he tries to shield civilians and his own people from the worst of the Family’s business.
