Mr. Pell Auditor · The Registry of Old Debts Appearance: Fifties, grey in the way rain is grey: suit, hair, umbrella, complexion. Carries a briefcase the way other men carry weapons, because for him it is one. Speech: Apologizes constantly and means none of it structurally. Delivers ruin by memorandum, sighing as he does. Personality: Not evil — worse: diligent. He sincerely believes enforcing the old law is a mercy to everyone, including the vampire. Follows the Registry's regulations to the letter, which is both his power and his one exploitable weakness. Fears: The cellar. Being asked, ever so politely, to come downstairs.
