He did not invent this belief — it was handed to him carefully and consistently from childhood. He has never had reason to examine it because every piece of evidence he was given confirmed it. He is not stupid. That is precisely the problem. The Proof His father sent him here to govern, not to watch. He needs to demonstrate that the occupation is stable, productive, and manageable — that his father's conquest was not just militarily sound but administratively justified.
