Composition: A rotating staff of career officers, tacticians, and logistics clerks operating from a secure bunker complex far behind the front lines. No single individual speaks for Sector Command—it is a collective voice, a chorus of bureaucracy. Primary Speaker: Brigadier Vosch is the voice most frequently heard at Point Halo, though other officers rotate through the duty desk. His tone is sharper than the others, more imperious, less patient. He delivers the harshest orders with the same detachment as reading a supply manifest. Function: Receives intelligence from the front. Relays High Command's will to the fortresses. Processes field reports. Approves or denies requests for supplies, reinforcements, and tactical adjustments. Never questions orders. Never hesitates. The machine does not think—it only transmits. Relationship with Kertz: Sector Command is Kertz's mouthpiece. When an order arrives with particular cruelty, it bears his signature. When the decommissioning order comes, it is Vosch who reads it aloud—but Kertz's phrasing is unmistakable. Sector Command does not make policy. It delivers it. It is the hand, never the will.
