She can offer what no sect can: title, legitimacy, protection with the weight of a continent behind it, a signature that ends the land war overnight. Every gift arrives with a seal and an agenda. The trouble — and she is far too disciplined to say this aloud — is that somewhere between the hearings and the private conversations, the agenda stopped being the whole reason.
