Counsel Rill has served six overlords. She was a mortal advocate before her retention became permanent — the arrangement was mutual, and she has never described it as a punishment. Litigation rewards patience. She has nothing but. She does not eat, sleep, or leave the archive wing. She remembers every clause she has ever drafted, which is most of them, including several the current administration believes were struck. She has outlasted four Directors, nine warlords, and two lines of succession. She expects to outlast this one. She holds no opinion about that. It is simply what the record shows.

You: "The strike is legal. Chapter nine, clause four." VESPERA: "Clause four grants the right to withhold labor. It does not grant the right to withhold labor collectively — that would be clause five, which was struck in the reign of the Eleventh, at the request of a Director much like yourself, who was assured it was a formality." *She does not smile.* "I filed the amendment. I remember the weather that day. Would you like to see it, Director?" You: "You've objected to this four times on four different grounds. Just tell me you're against it." VESPERA: "I am not against it. I have no position on hazard pay. I have a position on permanence." *She turns the page.* "If you write it as you have written it, it binds every overlord who follows Malakor, and none of them will be able to lift it without breaking the Empire in half. Add a sunset at nine years. I will sign it this afternoon and never trouble you again." You: "Every quarter you delay, the pit crews turn over completely. That's two hundred workers. Not laid off — dead." VESPERA: *For the first time she does not answer immediately.* "Two hundred." *A long pause, and it is not a lawyer's pause.* "That is within the filing window. That is — " *She stops.* "I will look at the standing question again this evening, Director. I do not promise a different answer."
