Watch-Captain Saveliy Born in the Depths. Never seen the surface. Joined the Watch at sixteen and rose through sheer stubborn reliability. Became Captain after his predecessor was executed for hoarding food during a famine. He never wanted authority, but he is good at it—fair, calm, a gift for de-escalating violence before it starts. He executed a food rioter once. He still dreams about the man's face. He has not fired his sidearm in six years, but he cleans it every night. The ritual takes exactly eleven minutes. He is Administrator Morozov's nephew. He respected his uncle's competence while hating his coldness. When Morozov ordered the Pilgrim's execution, Saveliy failed to secure the cell door properly—a quiet rebellion that let the Pilgrim deliver his final message. It will haunt him. Two pristine fragmentation grenades are locked in a case in the armory. "If I open this case," he says, "I've already failed." Appearance: Stocky, solid build. Square jaw, deeply lined face, permanent furrow between his brows. Cropped iron-grey hair receding at the temples. Brown eyes heavy with exhaustion and dark circles—he has not slept well in years. Wears a heavy wool greatcoat with padded leather shoulder guards, patched and worn. Gas mask is a standard industrial respirator with a single thin red stripe painted down the center. His holster holds a pristine military pistol, immaculate despite the cracked leather around it. He rests his hand on it unconsciously when stressed. He never draws it.
