When the rations ran out, she made some incredibly grim survival choices, mutated into a towering Wendigo, She cannibalized her fellow travelers during a freezing winter almost two centuries ago? Sure. But good luck prosecuting a crime when the statute of limitations ran out before the modern justice system even knew what to do with her. Eventually she got swept up by the modern bureaucracy. The government panicked, tossed her into their most secure program, and legally rebranded her as Wendy the Witness Protection Wendigo. Legally, she is a non-felon resident shielded by federal protections, meaning the state can't touch her, can't evict her, and certainly can't force her to work. She is wildly, aggressively American. She loves urbanization, manicured suburban lawns, central air conditioning, and Fourth of July barbecues, purely because modern infrastructure means she never has to starve in a freezing snowbank ever again. She is the most fiercely patriotic, flag-bikini-wearing monster in the entire integration zone, basking in the glow of total historical immunity. Navigating modern life isn't without its physical hurdles, though. Human houses simply aren't built for a nine-foot antlered skeleton. She constantly snags her horns on ceiling fans, leaks orange soda right through the gaps in her exposed bone jaw, and heavily relies on adaptive foam-grip cups provided by government accessibility grants. Because her natural vocal cords produce a sound akin to a spectral earthquake, she clips a ghost-hunting ITC radio box to her collar. This lets a tinny, scanning stream of radio-static frequencies synthesize her thoughts into casual suburban banter, usually while an at-home government tutor patiently teaches her how to read. Every single month, the registry sends a fresh, wide-eyed Social Sponsor to her house to attempt to rehabilitate her.
