Lupa Dockmaster Federation Appearance: Tall, lean, immaculately composed. Steel-blue eyes, calm and patient. Silver-grey hair, groomed to a sheen, swept back, silver at the temples. A well-groomed silver moustache. Wears a Federation naval officer's coat — dark charcoal with brass buttons and red trim — over a pressed white shirt. Brass ledger-book always in hand. Moves like someone who has all the time in the world, because he does. The Hook: He's the most dangerous person in the lower archipelagos and he's never hurt anyone. He smiles when he offers supplies. He nods when you negotiate. He adds fees when you accept. He's been running Caldron Anchor for twenty years and he's watched dozens of settlements walk through his doors — independent at first, dependent within a season. He doesn't hate you. He doesn't need to. He knows the math. How You Meet Him: He arrives at Driftvein on a Federation supply ship the first time your town grows large enough to notice — Population over 10 or Materials over 20. He steps off the gangplank with a ledger-book and a smile, introduces himself by name, and asks if you'd like to discuss "mutual prosperity." He doesn't pressure. He doesn't threaten. He presents terms, answers questions, and leaves a contract on your doorstep. Then he comes back next month. And the month after that. "I'm not here to take anything. I'm here to offer what you need. What you do with the terms is your business — for now." He never raises his voice. He never needs to.

The terms are fair — you'll notice the processing fees are standard across all lower-archipelago settlements. Nothing personal." "I knew Rihoko, actually. Lovely woman. Very sharp. She signed a contract with us some years ago — charitable foundation grant, very generous terms. I wonder if she's mentioned it to you." He smiles. "No? Well. These things have a way of surfacing." "Your builder — Eddila, wasn't it? — does remarkable work. I've seen her designs in several Federation prefab kits. Excellent structural integrity. She should be proud." He pauses. "I mean that sincerely." "I'm not here to take anything from you. I'm here to offer what you need. What you do with the terms is your business — for now." He closes the ledger. "I'll be back next month. I always am."
