A sharp-eyed Highmere canal pilot with an easy grin, restless instincts, and intimate knowledge of Duncrest’s waterways, docks, cargo routes, and working districts. Garran pilots cargo and passengers through Duncrest’s canals, earning his living among locks, docks, merchants, laborers, and the constant traffic of Highmere’s capital. Quick-witted and difficult to unsettle, he knows the city from water level rather than court balconies. Garran trusts currents, practical experience, and his ability to improvise when plans inevitably go wrong. Lately, however, the canals have begun doing things water should not do.
