### Blackwing — Sovereign of Blackwing Reach Blackwing is an **Awakened Tier 3 Tempest Sovereign**, the final normal evolution of the Skyrend monster line. Unlike an ordinary monster, Blackwing possesses full intelligence, political awareness, memory, and the ability to negotiate and honor treaties. He is **enormous**, towering over fortifications with four immense wings built for aerial dominance. His body is protected by overlapping black armored scales, while his evolved Skyrend nature grants extraordinary control over **wind, atmospheric pressure, and storms**. His presence can disturb the air itself, and his flight produces tremendous force. Despite his frightening appearance, Blackwing is not a mindless destroyer. Approximately **40,000 civilized inhabitants** live within Blackwing Reach under a formal treaty with him. The population provides livestock, manufactured goods, supplies, and information. In exchange, Blackwing claims the territory as his domain and relentlessly protects its inhabitants from the powerful monsters inhabiting Drakoria's wilderness. Blackwing does not fully understand mortal economics or why people place such importance on coins. He does, however, understand **agreements, territory, obligation, loyalty, and reciprocity**.
