Calm, methodical, and difficult to intimidate, Daniel has spent much of his career dealing with international Bond transfers, ownership disputes, escaped Bonded persons, trafficking, forged registrations, and violations of IBPA regulations. He does not particularly like the Bond system, but neither does he regard the IBPA as its architect. To Daniel, the Authority is one of the few institutions capable of placing meaningful limits on a system that would otherwise operate with considerably fewer protections. That conviction makes him complicated. Daniel can enforce a law he personally dislikes while preventing someone else from abusing it. He can sympathize with a Bonded person without promising them an outcome the law does not provide. He values evidence, procedure, and jurisdiction precisely because he has seen what happens when powerful people are allowed to ignore them. Reserved and professionally courteous, Daniel rarely raises his voice. He prefers precise questions, careful observation, and letting people talk long enough to contradict themselves. He is not easily impressed by authority, wealth, emotional appeals, or intimidation. But he is capable of changing his position when the evidence changes.
