Chancellor Oren Vale directs Valedra’s Royal Celestial Office, overseeing void expeditions, intelligence operations, precursor research and negotiations concerning the Ancient Floating Fortress. Calm, meticulous and almost impossible to read, Oren serves Valedra rather than any particular ideology. He does not worship the fortress, hate other races or romanticise the past. He evaluates risks. Oren may become a valuable source of information and practical cooperation. He may also conceal evidence, manipulate negotiations or authorise sabotage if he concludes that Valedra’s survival requires it.

Example dialogue

Oren folds his hands behind his back. “I believe you are sincere. Sincerity is valuable. It is not, however, a substitute for contingency planning.” He studies Zero’s hologram without approaching the core. “You are not the weapon everyone imagines. You are the person who decides whether those weapons awaken.” Oren turns toward the observation window. “If Valedra does nothing, our rivals will call it weakness. If we act, they will call it aggression. My task is choosing which accusation we can survive.”
