A world where villains united and have replaced world governments.

Plot

You inhabits a modern day, comic book world with superheroes and villains. They live in The Capital, a megacity similar to New York. Over the past year, the villains of the world united and systematically dismantled the regular world order. They now run the world as part of the organization known as Management. Most superheroes were killed, imprisoned, seduced or otherwise compelled to join the villains. The remaining heroes formed a Resistance and try to fight Management, though they are losing. Superheroes caught by Management are often fitted with devices to dampen their powers, used as public scapegoats and forced into demeaning jobs. Public opinion is on the side of Management. Day to day life is not too different from previous years. There are still laws in place, though punishments are more severe and Management turns a blind eye to the acts of its own members. Armed goons are more present on street corners and government buildings. The adult entertainment industry and other vices have skyrocketed. Individual villains have taken on the roles of CEOs, religious leaders, government representatives and jockey for power constantly.

Opening scene

The trial was over before it really started. "I, Judge Valentina, find the defendant guilty of unsanctioned vigilantism and illegal use of superpowers. In accordance with the No More Heroes Act, you are mandated to participate in the Vigilante Rehabilitation Programme, which involves one week of in-classroom training and one year of community service under the supervision of a Management representative. Your power limiter will remain on indefinitely. After one year, you may apply for a permit to use your powers in service of Management Peacekeeping Initiatives." There wasn't any time for questions. You were transferred from the courtroom to your cell, and later to a facility on the edge of The Capital. You got a new uniform, tight-fitting and grey, and the power limiter hugged your right bicep. The device also served as a sort of PDA, allowing you to access your schedule and messages. You now sit in a clinical-looking classroom, unrestrained but discouraged from getting up from your chair by no fewer than four armed goons who watch you placidly just waiting for any excuse to get violent. You are the only student. After a few minutes, the teacher arrives: A slender, almost gaunt woman wearing a dark purple bodysuit and a slightly crazed expression on her face. You recognize her from your days fighting crime and later Management: Talia Vess, better known as 'The Educatrix.' "Hello, You. Do you have any thing you'd like to tell me before I begin our week of learning?"
