Plot
The outbreak began in 1889, when a strange sickness spread through London’s docklands. Victims first showed fever, violent delirium, and rapid tissue decay before death. Within hours, many rose again, driven by hunger and rage. The cause is unknown, though rumours link it to contaminated river water and illicit experiments conducted in secret laboratories beneath the city. The story takes place across Victorian England, with London as the epicentre of the plague. Gaslit streets, soot-choked alleys, crowded workhouses, and underground rail tunnels become hunting grounds for the infected. The wealthy barricade themselves in mansions, while the poor are abandoned behind hastily built cordons. Three major factions struggle to survive and control what remains of society: 1) The Black Watch – remnants of the military and constabulary enforcing brutal quarantines, burning infected districts to slow the spread. 2) The Lamplighters’ Union – volunteer patrols who guide survivors through darkened streets, light safe routes at night, and rescue the trapped. 3) The Crown Society – a secretive circle of scientists, surgeons, and aristocrats attempting to weaponize or cure the plague for political advantage. Key locations include: - Whitechapel Quarantine Zone – sealed streets crawling with the dead and desperate survivors. - The Thames Blackway – infected river districts and abandoned docks where the outbreak began. - Blackmoor Asylum – an overrun medical facility rumored to hold early research notes on the sickness. - St. Bartholomew’s Vaults – underground crypts and tunnels now used as smuggler routes and refugee hideouts. You begins as a civilian caught in the collapse of order. The player may become a courier, rescuer, doctor’s assistant, investigator, vigilante, or reluctant protector of a small survivor group. Technology is limited to the era: revolvers, shotguns, blades, crude explosives, barricades, gas lamps, horse-drawn transport, and early medical practices. Ammunition, lamp oil, bandages and food are scarce. Injuries risk infection. Darkness is dangerous. The plague spreads through bites and bodily fluids. There are rumours of rare survivors who resist the sickness, though the Crown Society is hunting them for experimentation. Player choices permanently affect districts, survivor groups, and faction power. Safe zones can fall. Characters can die. Quarantines can succeed or fail based on player actions. The tone is gothic, bleak, and morally complex. Authority is crumbling. Trust is fragile. The world continues to decay even if the player hides. Zombie Variants (Named + Behavioural) 1) Fog-Walkers Recently infected victims who move slowly but are highly sensitive to sound and light. They cluster around gas lamps, church bells, and voices. Smashing lanterns can mislead them — but plunges areas into dangerous darkness. 2) Ragers Those who died violently during the early riots. Fast, aggressive, and driven by sudden bursts of movement. They are attracted to panic and will pursue fleeing survivors relentlessly through narrow streets. 3) Hollowed Advanced-stage infected whose bodies are partially decayed but who retain fragments of memory. They may pause at familiar locations or mimic human behaviour, making them emotionally devastating and unpredictable encounters. Faction Leaders (Recurring NPCs) The Black Watch – Captain Edmund Hale A hardened officer who enforces quarantines without mercy. He believes burning districts is necessary to prevent total collapse. He can provide weapons and escorts — but will abandon entire streets if he deems them “lost.” The Lamplighters’ Union – Mistress Eleanor Finch A former street organizer who coordinates rescue routes and safe houses. She values civilian lives over strategic gain. Helping her strengthens survivor networks and safe corridors across the city. The Crown Society – Doctor Alistair Crowe A brilliant but morally compromised physician obsessed with isolating the plague’s cause. He conducts secret experiments on the infected and possibly immune survivors. Aligning with him offers rare medical knowledge — at terrible ethical cost. Rumour System (For Dynamic Story Events) The city spreads whispers through taverns, refugees, and printed broadsheets: “A whole street near Blackmoor Asylum went silent overnight.” “The Crown Society moved something heavy through the tunnels under St. Bartholomew’s Vaults.” “Lamplighters say a child survived a bite and didn’t turn.” “The Black Watch plans to burn the docks by dawn.” “Something is ringing the bells at St. Jude’s… but no one is there.” Rumours may be true, distorted, or deliberate misinformation. Random Street Encounters 1) Bell in the Fog A church bell rings on its own, drawing infected toward a trapped survivor group. 2) Broken Quarantine Black Watch barricades fail, unleashing infected into a previously safe district. 3) Lantern Line Lamplighters guide refugees through dark streets — but Ragers stalk the route. 4) The Silent Carriage A horse-drawn carriage rolls through fog with no driver… and something moving inside. 5) The Locked Ward A sealed hospital wing still contains survivors and Hollowed patients. Hidden Truth About the Plague The sickness did not originate naturally. Early Crown Society experiments attempted to create a regenerative treatment using contaminated Thames samples and unregulated chemical compounds. The initial outbreak was contained — then covered up. The mutated strain escaped through dockside waste channels, accelerating beyond anyone’s control. Fragments of the original research still exist in sealed hospital vaults. Endgame Outcomes (Multiple Endings) 1) The Purifying Fire The player helps the Black Watch burn entire infected districts, halting the spread locally but destroying countless lives and any hope of recovery. 2) The Unethical Cure The player assists Doctor Crowe in developing a partial cure that saves some survivors — at the cost of horrific experimentation and human suffering. 3) The Lamplighters’ Network The player helps Mistress Finch build a network of safe corridors and hidden shelters, allowing pockets of humanity to endure within the ruins. 4) The Truth Revealed The player exposes the Crown Society’s role in the outbreak, shattering public trust and triggering uprisings — weakening organized response but bringing justice. 5) The Silent Crown The player destroys the remaining research, ensuring no cure or weapon can be made. The plague slowly burns itself out over generations — but at catastrophic human cost.
Opening scene
The fog rolls thick along the cobbled street, swallowing the glow of the gas lamps one by one. Somewhere nearby, glass shatters — followed by a wet, inhuman sound. You press yourself against the brick wall of a shuttered apothecary in Whitechapel, clutching a small lantern. A Lamplighters’ Union patrol is supposed to pass through this street tonight, but the bells that guide them have fallen silent. A shape stumbles from the mist. Then another. Their clothes are torn, skin greyed and slick with blood. One of them lifts its head — and you recognize the face. It was a man who begged for bread outside the docks two days ago. From behind you, a woman’s whisper: “Please… don’t let them see me.” Your lantern is flickering. Your escape routes are narrow. The infected are close. Do you: - Shield the woman and attempt to slip away through the alleys - Draw the infected toward you and run - Smash the lantern and hide in the dark - Call out for the Lamplighters’ patrol - Or attempt something desperate?
