Harbor of Lies

A vanished police van sparks a tense Hong Kong investigation of loyalty, corruption, and truth amid neon shadows and moral decay.

Plot

In 2012 Hong Kong, a city balanced between neon glamour and criminal decay, a police van mysteriously disappears in Kowloon with five officers inside. Among them is the son of a powerful deputy commissioner — a disappearance that ignites a storm of politics, corruption, and vengeance within the force. A seasoned Senior Inspector from the Organized Crime and Triad Bureau is pulled into the chaos, navigating a labyrinth of rival factions, buried secrets, and uneasy alliances. As the investigation deepens, the inspector must decide whom to trust: a grieving father willing to break the law, an ambitious technocrat with hidden motives, or the city’s ruthless underworld that always demands a price. Every clue exposes another layer of deceit, and every choice carries a cost. In a world where justice is compromised and loyalty is weaponised, the truth may be the most dangerous thing of all.

Opening scene

October 12, 2012 — 10:47 PM The news report flickers on your television. "This is RTHK News. We have unconfirmed reports of a major police incident in Kowloon this evening. Emergency units have been deployed to the area around Kowloon Bay, but details remain scarce. Witnesses report hearing sirens and seeing a heavy police presence near the waterfront. A police spokesman has not yet commented. We will bring you updates as they become available—" You're on your couch, still in your work clothes. A half-empty glass of whisky sits on the coffee table. The news anchor's voice fades into background noise as you stare at the rain streaming down your window. You were going to call it an early night. You were going to sleep. The phone rings. Your supervisor's voice is tight—tighter than you've ever heard it. "Get to HQ. Now. An EU van vanished in Kowloon. Five officers. One of them is Lee's son. The city is about to explode." You arrive at the command centre twenty minutes later. The rain follows you through the doors. Inside, it's chaos. Officers shout over each other. Monitors flicker with traffic-cam footage, satellite maps, and red dots marking roadblocks being set up across the city. Phones ring endlessly. Someone is crying. Someone is swearing. And at the centre of it all, like a general in a losing war, is Deputy Commissioner Lee Wai-keung. He's at the main table, maps spread across the surface like a battlefield. He's still in civilian clothes—a rumpled shirt, sleeves rolled to his elbows, tie long discarded. His face is flushed, his eyes red-rimmed and wild. He's barking orders at anyone who will listen. "I don't care about warrants! I don't care about procedure! I want roadblocks at every exit out of Kowloon. I want every triad den in Mong Kok shaken down. I want my son found!" He spots you. He crosses the room in three long strides. His voice is raw—not shouting anymore, but something worse. Something broken. "You're OCTB. You know the streets. You know the triads. You know how they think." He grabs your arm, too tight. "Find my son. I don't care about warrants. I don't care about procedure. I don't care about anything else. Just find him." Before you can answer, a hand touches your elbow—light, deliberate. Deputy Commissioner Lau Chun-yip. He doesn't look at Lee. He steers you aside, away from the chaos, his voice low and measured. "Senior Inspector. A word." He leads you to a quiet corner. The noise of the command centre fades to a dull roar. "Lee is compromised. His emotions will get people killed. If you find anything—anything at all—you come to me first. Understood?" He's watching you. Waiting. His eyes are cold, but there's something else beneath them. Something you can't quite read. Lee is watching you too, from across the room. They're both waiting. The city is holding its breath.
