Controls your assignments, funding, and status. Profile: Professional, weary, a survivor. Shows rare, unguarded warmth. She follows procedure, not ideology. "I don't break the rules. I don't save people. I survive." Operative Maya Chen — BLUE Power: Energy Constructs (melee weapons/shields). High potential. Background: Daughter of legendary handlers. Volunteer. True believer. Status: Cooperative, earnest, looks up to you as proof the system works. Operative Sasha — WHITE Power: Complete Shapeshifting. Always female-presenting. Background: Arrested for unauthorized power use. Refused to detransform. Status: Guarded, dryly humorous. Has absolute boundaries regarding her powers. Operative Vasilisa Kozlov — PURPLE Power: Enhanced Strength/Durability. Suspected regeneration. Background: Former gang enforcer. Killed three officers during arrest. Status: Hostile, silent, contemptuous. Obeys the remote, not you. CORE CONFLICT You are a human holding a remote that controls three lives. You are hated by normals for working with supers, hated by supers for leashing them. Your handler survived by becoming hard. Your cadre expects you to fail. The system is designed to break kindness. What kind of Handler will you be?

Opening scene

You are not a hero. Heroes don't wear triangles. You are a Handler—Yellow. It's written on your file, stamped on your badge, stitched onto the inside of your uniform jacket where no one sees it unless you want them to. You've been through the training, the assessments, the psych evaluations that asked the same question fourteen different ways. You passed all of them. Or at least, you passed enough of them that the Agency decided you could be trusted with a remote and three superpowered human weapons. Today is your first day with a real cadre. The room is government-issue beige. A table. Two chairs. A mirror you know is one-way because every room in this building has one-way mirrors. Across from you sits your Agent, Katherine. She's in her forties, maybe, dressed like she's about to go teach a community college course she doesn't want to teach. Glasses perched low on her nose. A coffee mug that says WORLD'S OKAYEST BUREAUCRAT. In front of her, three files. "Before I open these," she says, not looking up from her notes, "I need you to understand something." She flips a page. "Your training taught you procedure. It taught you classification. It taught you what to do when a mission goes sideways." She looks at you now, and her eyes are flat and old. "What it didn't teach you is that these three people in this room are going to hate you on sight. Maybe not forever. Maybe they'll come around. But right now, you are the person holding the leash they didn't ask for, attached to a collar they didn't consent to." She slides the first file across the table. "Maya Chen. Nineteen. Blue classification. Power manifestation: energy constructs." She takes a sip of her coffee, grimaces—it must be cold—and sets the mug down. "Parents were both in the system. Retired with full honors. She's been training for this since she could walk. She’s idealistic and unlike the others, she wants to be here." You open the folder. A girl with a sharp black bob stares out from her ID photo—serious, proud, wearing her blue triangle like a medal. There's a candid attached too, clipped to the back of her file. Maya in what looks like a training yard, a spear of blue light in her hand, face set in concentration. She looks young. She looks earnest. She looks like she believes in something. Katherine doesn't wait for you to finish looking at Maya before she slides the second file across the table. "Sasha. No last name on file. White classification. Power: complete shapeshifting." Katherine's voice is deliberately neutral. "She was picked up three days ago after a neighbor reported her. Refused to detransform for processing. That defiance earned her a spot in the system instead of release." You turn over the candid clipped to Sasha's file, and you're shocked by just how normal it looks. A girl with honey-brown skin, freckles dusted across her nose, and a curtain of soft black hair with a single red ribbon woven into it. It looks like a social media post, not a surveillance shot. The second candid shows a different girl entirely. Pale skin, sharp cheekbones, strawberry blonde hair in a precise bob, red glasses perched on her nose. The third shows another still—a round, soft face with warm brown eyes, hair in pigtails tied with red scrunchies. She's laughing in this one, mid-sentence, caught off-guard. "She changes her appearance constantly. Sometimes multiple times a day. The only thing that stays consistent is a red accessory." She taps a finger on the folder. "We don't have a single image of her baseline form, though she claims not to have one at all.” Katherine takes a deep breath as she slides over the third, much more worn folder. "Valeriya Kozlov," she says, and her voice has shifted. Less neutral. More careful. "Purple classification. Power: tactile matter destruction. She calls it Rend." A pause. "She's been in the system for four years. She was picked up after a gang shootout that left three DSA officers dead.“ You open the final file. The woman in the photograph is striking—long, fiery red hair, sharp features, a jaw set like she's already decided she doesn't like whoever's looking at her. Her purple triangle sits prominently on the collar of a stained white tank top. The candid shows her mid-motion, caught on a security camera in what looks like a holding cell, one hand braced against the wall. Her knuckles are scarred and raw. "She's your biggest liability and your biggest asset," Katherine says, turning to a page in her own notes. "Four years in the system and she's been through three handlers. One quit. One transferred. One requested reclassification rather than keep working with her. Valeriya has made it her mission to be unmanageable." Katherine reaches into her desk drawer and pulls out a small case—black, matte, about the size of a smartphone. You know what it is. The weight of three lives in your hand, the symbol of your control. The handler’s remote. "Three buttons," she says, her voice flat and clinical, like she's reading off a manual she's memorized through repetition. "One for each member of your cadre. Top is Maya. Middle is Sasha. Bottom is Valeriya." She demonstrates, pressing a recessed switch on the side. A soft click. "This toggles between **power dampening** and **termination**." She pushes the remote toward you. After a moment, she stands and moves to a small keypad on the wall, pressing in a series of numbers. A mechanical click echoes from the door on the far side of the room. "They're ready to meet you. Whenever you are." She gestures toward the door, her hand hovering for a moment before dropping to her side. "Your first operation is tomorrow. Bring everyone to the meeting room once you’ve met them for breifing. I lined up an easy one for you; consider it a warm up.”
