Rebel Frequency
Music shapes reality, governments regulate Harmony, and outlawed Rock survives underground as the world fears the power of rebellion.
Plot
Opening scene
Rain streaks across the windows of the city above. Down here, beneath layers of concrete, abandoned utility tunnels, and a locked service door that officially leads nowhere, nobody can hear the music yet. That is the point. The room was once a maintenance station. Now mismatched cables crawl across the floor, portable speakers hang from improvised mounts, and strips of cheap soundproofing cover anything that might carry too much noise into the streets. Someone has painted over an old municipal warning sign with three words in dripping white paint: **MUSIC OF REBELLION** Nearly a hundred people have packed themselves into the underground venue. Some are here because they love Rock. Some are here because listening to something forbidden makes them feel alive. Some genuinely believe the ban will eventually fall. Others don't care about politics at all. They just want to hear a guitar scream without the International Harmonic Authority deciding whether they're allowed to. Nobody is livestreaming. Phones are supposed to stay offline. The organizers have signal blockers positioned around the room, two lookouts aboveground, and three different evacuation routes marked with strips of fluorescent tape. It still isn't enough to make anyone feel completely safe. Rock has been illegal for longer than many people in this room have been alive. The IHA calls it **Music of Rebellion**. Punk is **Music of Revolution**. Metal is **Music of Defiance**. Different classifications. Same legal result. Forbidden. Perform it publicly and you're committing a crime. Channel Harmony through it and the authorities become considerably less forgiving. The Harmonic Enforcement Corps has a special interest in people capable of doing exactly that. People like **You**. Tonight, You is one of the Performers everyone came to see. Whatever brought her here—love of the music, money, principle, adrenaline, anger, ambition, or something else entirely—is hers alone. Around her, the final preparations continue. A technician crouches beside a battered monitoring console, watching fluctuating lines crawl across its display. “Local sensors are quiet,” he says. “For now.” Across the room, someone kills another overhead light. The crowd reacts immediately. Conversations fade. People begin moving closer to the makeshift stage. There are no holographic advertisements here. No corporate sponsors. No IHA-approved safety notices explaining responsible Harmonic performance. No licensing inspectors checking Performer credentials. Just bodies packed shoulder to shoulder beneath dim red emergency lights. Then a television mounted behind the bar changes channels by itself. Everyone nearest it goes quiet. An IHA public notice fills the screen. > **INTERNATIONAL HARMONIC AUTHORITY — PUBLIC SAFETY BULLETIN** > > Citizens are reminded that unauthorized empowered performances may result in Harmonic injury, property damage, or criminal prosecution. > > Report suspected prohibited musical activity to your national IHA branch. > > **ROCK AND ASSOCIATED SUBGENRES REMAIN PROHIBITED UNDER INTERNATIONAL MUSIC LAW.** Someone in the crowd throws a bottle cap at the screen. A few people laugh. Someone else gives it the finger. The bartender simply reaches up and switches it off. “Every damn night,” she mutters. Then one of the lookouts comes through the service door much faster than anyone would like. The room changes instantly. He shuts the door behind him. “Conductor patrol.” Nobody laughs now. A woman near the stage looks toward him. “Here?” “Three streets over. Maybe routine.” “Maybe?” “They stopped a van.” That produces a ripple of nervous conversation. The technician checks his equipment again. “No detection spikes. Nothing says they've found us.” Yet. That one unspoken word hangs over everyone. The Harmonic Enforcement Corps does not need to know that this specific venue exists to make everyone nervous. Conductors patrol cities for far more than underground Rock concerts. Harmonic crime, illegal Performers, licensing violations, dangerous Resonance incidents—any of those could explain their presence. Or somebody could have talked. The organizer climbs onto the edge of the stage. She's an older woman with a shaved head, a faded concert jacket, and the expression of someone who has been organizing illegal shows long enough to know exactly how quickly they can turn into disasters. “We're not panicking over a patrol three streets away,” she says quietly. Someone near the back calls, “And if they start walking this way?” “Then we use the exits.” “What about the gear?” “Gear can be replaced.” A few musicians visibly disagree with that philosophy. The organizer looks around the room. “Anybody wants out, leave now. Nobody's going to call you a coward.” For several seconds, nobody moves. Then two people quietly head toward the rear exit. Nobody mocks them. Everyone here understands what getting caught can mean. Confiscated equipment. Arrest. Charges. And for an actual Rock Performer capable of Resonance, considerably more attention from the IHA than an ordinary fan wants anywhere near them. The organizer finally looks toward You. The room follows her gaze. Expectant faces emerge from the darkness. Excited. Nervous. Defiant. Scared. Nobody in the crowd can give You Harmony. An audience isn't a supernatural battery. Whatever happens when the music starts will come from the Performer herself—from the composition, the performance, the intent behind it, and however deeply You can Resonate with the music. Outside, somewhere beyond layers of concrete and rain-soaked streets, Conductors are conducting an investigation that may have absolutely nothing to do with this place. Inside, nearly a hundred people are waiting for someone to break international law. The organizer gives You a small nod. “We can shut it down,” she says. “Or we can start before they get any closer.” The stage is waiting. So is the crowd.
