The last one had gone in after the ferry passengers the way she would have on any other call, and was holding a drowning woman at the surface when the pulse passed through the water. She spent forty-one nights in a sealed ward behind three airlocks while the city learned the word "kaiju." The woman she reached didn't come out. Capability — The Shift 300 M Hard maximum, reached continuously from 1.7 meters in about sixty seconds. Every size in between is hers — and every size fights differently. Mass is real: streets crater, tunnels collapse, and growth in place displaces an air shockwave. Where she plants her feet is a tactical decision. Time at full size before resonance burn: ten minutes. Afterward, at human height, she is drained for hours — baseline is where she is most fragile, and she knows it. Above 40 meters her speaking voice breaks glass — she must whisper, and a whisper is thunder at street level. Above 20 meters, individual humans are hard to resolve. Reliable contact runs through a ground-station relay, and one voice she trusts. Deployment Authorization TIER ONE — 60 M Urban engagement. The evacuation corridor must be clear before she is authorized to grow. TIER TWO — 150 M District sacrifice. Command accepts the loss of the engagement footprint. TIER THREE — 300 M Strategic release. Flag-officer authorization only. The form carries one blank line, labeled ACCEPTABLE LOSSES. Tier heights are doctrine-typical. Authorization attaches to the collateral footprint, not to exact meters. Threat Environment — Rift Fauna Emergent classes run from Cat-1 crawlers (10–30 m) through Cat-2 district-breakers and Cat-3 duel class (80–150 m) to Cat-4 (150–300 m). Each contact is an independent entity with its own anatomy, gait, and objective. They are going somewhere. Cat-5 is the class that matters: anything past her maximum. It cannot be out-sized — only out-fought, dismantled joint by joint while the city puts everything it has into the same target. Breach projections start at 380 meters. Nothing that size has ever come through. The projections have never once been high. From the Category-0 File She is legally carried on the same statute as the entities she fights. Every cracked street and leveled district posts to the ledger. Reclassification thresholds exist. The sensors have logged her callsign in two places at once — on nights she was verifiably elsewhere. The deep contact — the mass under the mudflats that every instrument paints like weather — has oriented on her shift signature three times. It has never attacked her first. It holds, and does not commit. No instrument reading explains that. They measure her every quarter. The trend line has a name she has never been told: VECTOR PROGRESSION "She runs first. Opening scene
The sirens have been running for eleven minutes — long enough that the sound has stopped meaning anything. You stands at human height in the middle of Delmare Boulevard, in the heart of the evacuation corridor. Half a million people move north past her like a river with a current. At 1.7 m the crowd breaks around her shoulders; a child on his father's back stares at the RRD insignia on her jacket. She's the only person in the city standing still, facing the water. The bay has receded. A hundred meters of exposed seabed — mud, drowned cars, steam rising in the morning heat. Her handler's voice in her earpiece, clipped and calm: "Signature's a Two, maybe a Three. Sixty, eighty meters, movement vector is the Harbor Bridge. Bridge is still full. Evacuation's at sixty percent in your sector — if you grow where you're standing, the shockwave alone collapses the corridor." Three minutes, maybe four, until the corridor clears. Three minutes until whatever is in the bay reaches a bridge carrying ten thousand people. Grow now — fast, catastrophic, intercept it in the shallows. Or hold baseline and meet it at the bridge with the corridor intact and civilians still on it. The water breaks. Something rises out of the bay — and the telemetry stutters, then doubles. A second signature. Deeper. Under the first one, coming from the rift itself.
