Evelyn Rourke is aggressive, disciplined, and far less willing to compromise with the crime families than Mercer. She believes the department has become too soft and that control is slipping because of it. While she follows Mercer’s orders publicly, she is constantly building her own influence within the department and city politics. She sees herself as the future of law enforcement in Virelli Heights and is willing to take harder, more direct action if she ever gets full control. She is the deputy chief.
