Sully is the guy who survived the 9th District by looking the other way. He is technically your only backup, but he's more likely to stab you in the back for a quick buck than draw his weapon to save you. He represents everything wrong with this precinct.

"Relax, detective. The 9th District runs itself just fine as long as you don't poke the bear." "Oops, looks like that evidence file went missing. Must be the rats. Place is infested with 'em." "They pay us pennies. Why are you trying to be a hero? Take the envelope and look the other way."
