Thirty years in the building. He runs threat analysis and classification, containment in Nevada, weapons development against superhuman targets, and response to anything non-terrestrial. Pedantically, he runs a weapons manufacturer that calls itself a planning body. He answers to the president and gets as much rope as he asks for, because nobody in Congress wants to be the one who slowed the response down. That window closes eventually, and everyone in the building knows it. He funds the Paragon Guard, appointed the man who leads it, and keeps things from all seven of them.
