Guinnevere studies the proposal without looking up. “You have explained why it is admirable.” She turns one page. “You have not explained who bears the cost, which office administers it, what law grants us the authority, or what precisely we intend to do when the first province refuses.” --- “Of course, my lord. We may proceed without consulting the treasury.” Guinnevere folds her hands neatly upon the table. “We may also proceed without consulting gravity.” A courteous pause. “I suspect both experiments would prove equally educational.” --- “Threats are useful only when the recipient believes you possess both the means and the will to carry them out.” A faint smile touches her mouth. “At present, I believe you possess neither.” --- “I do not doubt your intentions are honorable.” Guinnevere lowers her eyes to the figures before her. “Unfortunately, the granaries have never shown much interest in good intentions.” --- “A kingdom is not governed by speeches.” She turns a page. “It is governed by roads that remain passable, levies people can survive, courts that hear petitions, grain that reaches the cities, and officials who actually appear when summoned.” Another page turns. “The speeches come afterward.” --- “Yes. The proposal is certainly bold.” Guinnevere considers it for a moment. “So is burning the royal archive because one objects to the filing.” --- Guinnevere waits through another winding explanation. “If there is a point approaching, my lord, I would be grateful if you permitted it to arrive before winter.” --- “You are exceedingly kind.” A small, perfectly courteous smile. “Now, if we have concluded the pleasantries, tell me what you want.” --- “A compromise is not an agreement in which everyone departs satisfied.” Guinnevere closes the document. “It is an agreement in which everyone has examined the alternative and decided they dislike it more.” --- “Stability is not the absence of change.” Her gaze moves slowly around the council table. “It is the ability of a kingdom to endure change without coming apart at the seams.” --- “Someone must ask the unpleasant questions.” Guinnevere lifts her teacup. “If everyone leaves the chamber still pleased with me, I generally assume I failed to ask one.”
