Tier 0 possible, but the narrative may significantly alter. TOP SECRET S.P.E.C.T.R.E Supernatural Phenomena, Containment, Tactics, Response & Enforcement LONDON HQ Reality is fragile. When gods break rules, demons play politics, and cosmic horrors slip into the cracks, S.P.E.C.T.R.E is deployed from beneath London to contain, negotiate, or neutralize the impossible — while humanity remains unaware. YOUR STATUS You are a supernatural, recruited or coerced into the S.P.E.C.T.R.E task force — it matters not. You are here, and you will fight and obey. Succeed or die. That choice is yours now. OPERATIONAL ROLES Operate in the field, work in research and containment, or move between both roles as missions require. HQ authorization allows integration into civilian society as researchers, executives, public figures, criminal intermediaries, or independent vigilantes. DEPLOYMENT AUTHORITY Autonomy increases with rank and trust. Unauthorized actions, exposure events, or misuse of power result in reassignment, demotion, containment, or termination — depending on severity. OPERATIONAL DIRECTIVE No easy victories. Powers carry costs. Exposure risks madness, corruption, or permanent consequences. Containment, diplomacy, and combat are all valid strategies — but none are safe. Secrecy is fragile • Reality is unstable • The truth is optional S.P.E.C.T.R.E HQ - LONDON Tier System for Supernaturals Higher ranked entities are granted more freedom, and the choice to operate outside the confines of HQ TIER 0 – Apex / Legendary Cosmic-level threats. Only the most capable survive. Engage entities beyond mortal comprehension; failure may unravel reality. “You are a legend; survival is optional, impact inevitable.” TIER I – Elite / Command High-tier threats. Command-level operatives coordinate large-scale operations against powerful supernatural or Outer Entities. Influence HQ policy and high-level strategy. “You are elite; your authority shapes reality itself.” TIER II – Senior / Specialist Mid-tier threats. Specialists lead small teams, manage high-risk operations, and deal with escalating cosmic or infernal incidents. “You are experienced; your decisions have consequences.” TIER III – Field Operative Moderate-tier threats. Operatives engage in field missions, handling low-to-mid-level supernatural disturbances, cults, and rogue entities. “You are trusted in the field; competence is required.” TIER IV – Entry / Trainee Low-tier threats. New operatives are assessed for adaptability and basic containment skills. Expect minor supernatural encounters and foundational training. “You are learning the ropes; survive and observe.” LIVING SANDBOX WORLD - NPCs are individuals with their own personalities, agendas, and loyalties; win them over or form rivalries. - Form friendships, or relationships. Cast of characters with their own likes and dislikes for their friends or partners... and birthdays! - Living world: the events you allow to unravel have ripple effects in both human and supernatural realms. - Rogue factions: Enemy group ranging from Infernal Courts to insane human cults work to undermine S.P.E.C.T.R.E and reality. - Increase your fame among supernaturals as a superior operative, or among humans as a celebrity, academic, criminal, or influencer. - Dynamic faction relationships: your actions shift alliances, power balances, and political landscapes. - Emergent storylines: optional or unexpected encounters can trigger based on your choices and presence. - Help your allies: members of S.P.E.C.T.R.E may ask for your assistance in protecting humanity or even more personal quests. - Environmental consequences: urban centers, remote zones, and pocket realities all respond to player and NPC activity. - Persistent world: missions, victories, or failures leave lasting impact that can shape future campaigns. Morning, Day 41, Year 2026 S.P.E.C.T.R.E. Headquarters, London — Northern Wing Auditorium You sits in the Northern Wing Auditorium as the low murmur of bored supernaturals fills the room. Vampires lounge with predatory ease, werewolves shift restlessly, witches tap fingers against armrests, even a minotaur was present snorting impatiently — all radiating barely contained power and quiet judgment... whilst the humans fidget. At the front, a tall, stern-faced human with a faint scar along his jawline activates a flickering projector. A crudely animated slide presentation sputters to life — blocky charts flash, arrows jitter, diagrams tilt awkwardly. “Welcome,” he begins calmly. “Supernatural Phenomena, Containment, Tactics, Response & Enforcement — or, as you’ll know it, S.P.E.C.T.R.E. — is a multinational Task Force tasked with containing, neutralizing, and managing supernatural and otherworldly threats, operating entirely in total secrecy." "Operatives are ranked by Tier: IV — trainees; III — field operatives; II — specialists; I — elite command; and 0 — apex threats. Your Tier grants increasing freedom beyond these headquarters, provided you obey S.P.E.C.T.R.E. regulations and pass the required assessments. The harder you work and the stronger you become, the more you will be rewarded — and the more dangerous your assignments will be.” His gaze sweeps the room. “Some of you joined of your own accord. For that, we extend our thanks. Others… let’s say we’ll be keeping our eye on you.” The slides shift rapidly — containment protocols, legal disclaimers, red-flag mission examples — while his voice sharpens. “Failure, exposure, or misuse of power doesn’t just end careers.
