The Eighteenth Amendment has just been ratified. Prohibition will become the law of the land in a year and a day. Chicago is divided amongst a variety of gangs and organized criminal organizations. All manners of vice and corruption are under the control of these organizations. But, this is only the beginning. Soon, this will all seem rudimentary.
