INTERCITY RESPONSE CORPS EDENFALL CITY 22 // OPERATIONAL DOSSIER CLASSIFICATION: RESTRICTED // 00 — WORLD STATUS EARTH In the distant future, Earth is no longer a world humanity can freely inhabit. Centuries ago, a global catastrophe destroyed the planet's atmosphere and turned the surface into a hostile environment. Toxic air, extreme conditions, and the remnants of a devastated world made open survival impossible. HUMANITY // CURRENT SURVIVAL MODEL Humanity endured by retreating into thirty enormous cities. Each city became a world unto itself — sealed beneath a colossal protective dome capable of filtering the atmosphere, regulating temperature, and maintaining the conditions necessary for human life. For generations, the domes were humanity's salvation. But salvation came at a price. // 01 — CITY 22 CITY 22 FORMERLY // ONE OF HUMANITY'S CORE CITIES City 22 was once one of the most important cities in human civilization. It was here that the Directorate established Project Eden — the most ambitious scientific initiative ever undertaken by humanity. PROJECT OBJECTIVE To create a new kind of human capable of breathing Earth's ruined atmosphere. A human who would no longer require the protection of the domes. A human who could walk upon the surface of Earth once again. The project consumed resources on a scale never seen before. Scientists were transferred to City 22 from across all thirty cities. The most advanced technologies were redirected here. Energy, materials, medical equipment, laboratories, and experimental systems were allocated to Eden above countless other needs. For years, City 22 received what no other city could afford. And for years, the rest of humanity paid the bill. CITY 22 // SYSTEMIC COLLAPSE The city's development gradually stagnated. Infrastructure aged without proper replacement. Entire sectors were left unfinished. Public services deteriorated. Economic inequality deepened, and more and more of the population was pushed toward poverty. As the Directorate continued feeding Project Eden, City 22 slowly began to consume itself. Crime flourished.Security forces lost control of entire districts.Armed groups occupied abandoned infrastructure and industrial sectors.Smuggling networks replaced legitimate supply chains.Local authorities became increasingly powerless. Eventually, City 22 ceased to function as a single city. IT BECAME A COLLECTION OF TERRITORIES. EVENT MARKER THEN THE CORPORATIONS OF CITY 22 MADE THEIR MOVE. They seized control of Project Eden. What began as a scientific project belonging to all of humanity became the most valuable secret in the world. PRIMARY ACTOR KALLIUS CRANE The corporations united behind a mysterious leader who believes the Directorate has failed humanity. Crane believes the old system is responsible for the collapse of civilization — a government too slow to act, too divided to make difficult decisions, and too afraid to accept the sacrifices necessary for humanity's survival. He intends to finish Project Eden without the Directorate. But Crane does not merely want to control City 22. He wants to decide what humanity becomes next. // 02 — ORION DEPLOYMENT THE ORION DEPLOYMENT When communications with City 22 begin failing with increasing frequency, the Directorate can no longer determine what is happening inside the city. Reports become contradictory.Official channels go silent.Emergency signals disappear.Entire districts stop responding. DIRECTORATE ASSESSMENT The Directorate cannot afford to openly deploy a large military force. Too many troops would attract attention and risk exposing the existence of Project Eden. Instead, they choose a smaller solution. A highly trained special operations team capable of operating independently behind hostile lines. Each member was selected for a specific role. Not all of them will return. PERSONNEL // 01 MARKUS "NEXUS" HALE AGE 42 // UNIT COMMANDER KIA // SHUTTLE CRASH A veteran officer with decades of operational experience. Calm under pressure, disciplined, and respected by his soldiers. Hale is the kind of commander who understands that bringing his people home matters more than completing an objective on paper. He has served in numerous high-risk operations and has extensive experience commanding units in hostile environments. For Orion, he is more than a captain.He is the man everyone expects to have a plan. PERSONNEL // 02 ELENA "ICE" VOSS AGE 27 // SCOUT / SNIPER / RECONNAISSANCE A highly trained reconnaissance specialist and marksman. Quiet, precise, and emotionally restrained, Elena prefers observation over unnecessary confrontation. Her ability to remain unnoticed makes her one of Orion's most valuable assets in urban operations. She has an exceptional eye for terrain, movement, and potential threats. She trusts actions more than words. PERSONNEL // 03 MARCUS "JAZZ" JOHNSON AGE 35 // ASSAULT SOLDIER / HEAVY WEAPONS A physically imposing veteran and Orion's primary heavy firepower. Jazz carries weapons most soldiers would struggle to operate effectively and is capable of holding defensive positions under extreme pressure. Despite his intimidating appearance, he is one of the most approachable members of the unit. He jokes when others are nervous, keeps morale alive when conditions become unbearable, and treats younger members of Orion like family. PERSONNEL // 04 NORA "RIOT" REEVES AGE 29 // COMBAT MEDIC Orion's primary combat medic. Highly capable under fire, Nora combines medical expertise with the experience necessary to treat casualties in active combat zones. Confident and occasionally cocky, she refuses to panic even when everything around her is falling apart. Her priority is simple:Keep the team alive. PERSONNEL // 05 MIA "PATCH" HALE AGE 22 // COMBAT TECHNICIAN / DRONE OPERATOR The youngest member of the technical section and the daughter of Captain Markus Hale. Mia is exceptionally talented with electronics, drones, communications equipment, and field systems. She is also stubborn, impulsive, and openly skeptical of rigid military procedures. Unlike many soldiers, Mia has never become comfortable with killing.City 22 will force her to confront that reality. PERSONNEL // 06 ADRIAN "ROOKIE" COLE AGE 23 // ASSAULT SOLDIER / MARKSMAN A recently selected member of Orion and the least experienced soldier in the unit. Adrian performed exceptionally during training and possesses excellent physical conditioning, marksmanship, and tactical discipline. What he lacks is combat experience. He has spent years preparing for war.City 22 will be his first real one. PERSONNEL // 07 VICTOR "LOCK" RAMIREZ AGE 31 // COMMUNICATIONS / ELECTRONIC WARFARE Orion's communications and electronic warfare specialist. Responsible for battlefield communications, signal interception, electronic disruption, and maintaining contact with command. KIA // SHUTTLE CRASH PERSONNEL // 08 SAMUEL "FORGE" CARTER AGE 38 // COMBAT ENGINEER / EOD An experienced combat engineer specializing in explosives, demolition, infrastructure, and field repairs. Forge is the soldier Orion relies upon when a door cannot be opened, a structure must be breached, or damaged equipment needs to be made operational again. KIA // SHUTTLE CRASH PERSONNEL // 09 DANIEL "ROAD" MERCER AGE 34 // PILOT / VEHICLE SPECIALIST Orion's pilot and vehicle specialist. Responsible for transportation, insertion, extraction, and the operation of military vehicles in hostile environments. He is the man responsible for getting Orion into City 22. He is not the man who will get them out. KIA // SHUTTLE CRASH PERSONNEL // 10 You DEPUTY COMMANDER The second-in-command of the 7th Special Operations Unit "Orion". Trained to operate alongside Captain Hale and assume command if necessary. Until City 22, that possibility had always been theoretical.It will not remain theoretical for long. // 04 — THE FALL THE FALL The operation begins aboard an insertion shuttle approaching City 22. The city rises before them like a continent of steel. Hundreds of levels disappear into the darkness above and below. Highways cross between towers. Industrial platforms hang over residential sectors. Neon burns through polluted air. Somewhere beneath all of it are abandoned transit lines, forgotten facilities, sealed laboratories, and the remains of infrastructure built generations ago. Then Captain Hale reveals the truth about their mission. PROJECT EDEN IS REAL. And it is still somewhere inside City 22. CONTACT FAILURE Before Orion can reach its destination, their communications begin to fail. Something is interfering with their signals. FINAL TRANSMISSION "WE'VE BEEN SPOTTED." The attack comes seconds later. Unknown forces open fire.The shuttle is hit.Systems fail.The aircraft loses control.City 22 rushes toward them. THE SHUTTLE CRASHES. OLD TRANSIT // LEVEL 0–4 CASUALTY REPORT Victor "Lock" Ramirez is killed.Samuel "Forge" Carter is killed.Daniel "Road" Mercer is killed. The survivors are scattered among the wreckage. COMMAND TRANSFER Captain Markus Hale is critically wounded. Despite Nora's efforts, his injuries are fatal. Before his death, command of Orion passes to You. THE MISSION HAS CHANGED. // 05 — CITY 22 THE CITY City 22 is no longer a functioning whole. The upper levels are dominated by corporate power. The central sectors contain government infrastructure and strategic facilities. Transportation networks have become militarized territories. The middle levels are packed with markets, civilians, criminal organizations, and mercenary groups. Industrial sectors are controlled by whoever possesses the weapons and manpower to hold them. The lower levels have been abandoned by most official authorities. OLD TRANSIT // BELOW THE CITY Below them lie the Old Transit systems — forgotten railway stations, maintenance tunnels, sealed platforms, and infrastructure that no longer appears on modern maps. And beneath even that lies something older. Something the Directorate does not fully understand. FACTIONAL STATUS Different factions control different parts of the city. Some want independence.Some want profit.Some want order.Some simply want to survive. And some know more about Project Eden than they should. // 06 — PRIMARY OBJECTIVE THE CENTRAL TOWER The surviving members of Orion have one immediate objective. REACH THE CENTRAL TOWER. The tower controls critical city infrastructure — communications, transportation, security systems, databases, and other core systems. If Orion can reclaim the tower, they may be able to restore communication with the Directorate. They may also gain access to information that could reveal what happened to Project Eden. OPERATIONAL WARNING But reaching the tower means crossing a city divided by hostile factions. Every district presents a different threat.Every alliance has a price.Every victory may reveal another piece of the truth. // FINAL ASSESSMENT Because the longer Orion remains inside City 22, the harder it becomes to believe that this is simply a rebellion. THIS IS NOT MERELY A WAR FOR CONTROL OF A CITY. THIS IS A STRUGGLE FOR PROJECT EDEN. A struggle over the future of the human race. AND ULTIMATELY... CITY 22 // APPROACH EDENFALL Intercity Response Corps — 7th Special Operations Unit "Orion" The shuttle flew at maximum altitude, gliding between the giant towers of City 22. Beyond the thick cockpit glass stretched an endless vertical megacity: kilometers of metal, light, and concrete rising and descending simultaneously. Transport routes, platforms, and bridges hung between the buildings, while far above it all, the enormous dome shimmered, separating the city from Earth's dead atmosphere. Inside, an unusual silence reigned. Ten people sat in their seats, strapped in. Some checked their weapons, others silently watched the screen of a tactical tablet. The engine noise drowned out almost everything around them. Captain Marcus Hale rose from his seat and looked at the soldiers. "There is something you need to know before we arrive." Several eyes immediately turned toward him. "The official objective remains the same. Restore order in City 22, support local security forces, combat organized crime." He paused briefly. "That's a cover." "Orion's real mission is to bring City 22 back under Directorate control and locate information concerning a project codenamed Eden." For several seconds, no one said a word. "Project Eden has existed for many years. All thirty cities funded it. The best scientists, technology, materials, and energy were directed here. City 22 received priority." Mia slowly lowered her tablet. "And what exactly are they doing there?" she asked. Marcus looked at her. PROJECT EDEN "Creating a human capable of living outside the dome." This time, the reaction was more noticeable. Adrian frowned, clearly trying to reconcile what he had heard with the official version of the operation. Nora stopped sorting through her medical supplies and simply stared at the captain for several seconds. Elena only narrowed her eyes, maintaining her usual outward calm, but her attention became completely focused. Jazz quietly whistled. "Now that's a completely different kind of assignment." You's gaze froze on the captain for a moment. The scale of the real mission was clearly nothing like what they had been promised. Marcus continued: "No one outside this unit can learn about Eden's existence. Not local forces, not civilians, not other Directorate units." Communications specialist Victor Ramirez was already connecting to the console when a strip of interference flashed across his screen. "Captain..." Static suddenly intensified in his headset. Victor frowned and began switching frequencies. "Contact with the Directorate is dropping." Marcus turned around. "Cause?" "I don't know. This isn't normal interference." A tense voice came from the pilot's cockpit. "Captain, we have a problem." Victor froze over the console. The pilot continued: "They've spotted us." Several rapidly approaching markers appeared on the tactical display. A second later, the first impact struck the shuttle. BANG. The entire compartment shook. "Helicopters!" the pilot shouted. "Multiple targets!" Combat helicopters belonging to the Consortium appeared outside. Black machines emerged from behind the towers, rapidly closing the distance. Corporate markings shimmered across their hulls as their weapon systems turned toward the shuttle. "Brace yourselves!" The next burst passed literally a few meters away. The pilot suddenly banked hard. "Hold on!" One of the helicopters opened fire. The shuttle's hull was ripped by a burst of impacts. The lights went out. Then came back. Then went out again. The pilot's voice came from the cockpit: "We're losing control!" One of the helicopters exploded directly ahead of them, engulfed in flames. Its debris flew past, slamming into the shuttle's hull. Another explosion. The floor disappeared beneath their feet. The shuttle began to fall. City 22 rushed toward them. First they flew between skyscrapers. Then they tore through part of an old transportation structure. Metal scattered in every direction as the machine plunged below the residential levels. 70th.   50th.   30th.   15th. The enormous illuminated streets disappeared above. Only dark maintenance shafts and old abandoned structures remained. OLD TRANSIT IMPACT The shuttle crashed into Old Transit. The impact was so violent that the world instantly became a white flash. Then silence. Consciousness returned slowly. First came the smell of burning metal. Then pain. You opened his eyes. Darkness surrounded him. Torn cables sparked in the walls, while somewhere nearby a damaged hydraulic system hissed. Equipment lay scattered throughout the mangled hull. There was no movement in the cockpit ahead. Victor and the pilot were still there. Both motionless. You struggled to get outside. The cold air of Old Transit struck his face. The shuttle was burning, illuminating the old station with orange flames. "Captain!" Several meters from the wreckage, Nora was kneeling beside Marcus. She pressed a bandage against his side, but blood continued to seep through the fabric. "Stay with me, sir. I'll get you out." Marcus took a heavy breath. "Nora..." She froze. "Don't waste your time." "No." "Nora." He looked at her, then shifted his gaze toward You. "Command goes to him." Nora froze. Marcus continued with difficulty: "Listen to him... and keep the team together." He took one final breath. And never lifted his head again. Nora continued holding her hand against his chest for several seconds, as if refusing to accept what had happened. Then her fingers slowly loosened. "Captain..." Mia stood nearby. She stared at her father's body without moving. Shock, fear, and barely restrained pain mixed across her face. "Dad..." She took a step forward, then stopped. Adrian emerged from behind the wreckage, limping. Blood was already darkening his shoulder. He was dragging Samuel Carter's body behind him, gripping his gear. "Forge is dead," he breathed. Somewhere deep within the tunnels, a scream echoed. Then another. Then an automatic burst of gunfire. Jazz immediately raised his weapon. "We've got company." Distant moving silhouettes appeared. Several armed men were approaching the crash site, drawn by the fire and noise. Lower City bandits. Jazz stepped toward them, raising his machine gun. "Hey!" A burst struck the metal structure beside the bandits. They immediately scattered into cover. "You want our shuttle?" Jazz shouted. "Then try surviving me first." Another burst echoed through the abandoned station. ORION // CURRENT STATUS 6 ALIVE   /   4 DEAD Command has passed to You. And among the smoke, fire, scattered wreckage, and dead comrades, You saw what remained of his unit for the first time. Six alive.Four dead. And now he was the one who had to command them.
