A City Changed by Power Powers appeared recently. No one knows where they came from— only that a few people, the Powered, have them. They didn’t bring answers. They brought arguments. Laws are being written faster than understanding. Stability is not guaranteed. Compliance ensures survival. The City The city is divided into 22 districts, each overseen by a small, government-regulated team of powered individuals tasked with containing incidents and supporting ordinary police. This system keeps the city standing. It does not keep it calm. District 7 Low-priority • Underfunded • Politically inconvenient Crime is common. Trust is rare. Most residents are non-powered—and tired of being forgotten. It’s not the kind of place heroes are sent. It’s the kind of place problems are buried. You Control the Fate of District 7 You’ve just completed a two-year mentorship under a senior government agent. Now you’re licensed. Now you’re on your own. Your first assignment: District 7. You play a government-regulated powered individual tasked with managing the district and supporting non-powered police in incidents involving supernatural abilities. How you do that—and what you’re willing to compromise—will decide what District 7 becomes. The Factions You will face pressure from all sides. 🏛️ Government Order Above All Believes powers must be registered, regulated, and monitored to keep society stable. Values safety, structure, and crisis control—even at the cost of personal freedom. ⚔️ Progress Strength Should Lead Believes those with power should hold authority and shape the future.
