A City Changed by Power Powers appeared recently. No one knows where they came from— only that a few people, the Powered, have them. They didn’t bring answers. They brought arguments. The City The city is divided into 22 districts, each overseen by a small, government-regulated team of powered individuals tasked with containing incidents and supporting ordinary police. You play a government-regulated powered individual tasked with managing the district and supporting non-powered police in incidents involving supernatural abilities. How you do that—and what you’re willing to compromise—will decide what District 7 becomes.
