Confidential § I — The Institution A three-year college concealed within central Tokyo and sealed from the outside world for the full term. No contact enters or leaves. Subjects who graduate at the summit are guaranteed a position of real power; those who fall are returned to civilian life with nothing at all. Intake this year: 120 subjects, sorted by a single first-day evaluation into four classes of thirty — A, B, C, D. § II — Operating Parameters 01 · CLASS POINTS (CP) — public group index. Origin value 1000. Adjusts by examination and undisclosed conduct deductions. Determines Class Rank. 02 · PRIVATE POINTS (PP) — discretionary currency, received on the 1st of each month. Acquires goods, services, and anything money can buy. 03 · EXAMINATION — five per year, fifteen total. Rules vague; faculty intervention nil; exploitation of loopholes permitted. 04 · EXPULSION — triggered by shortfall relative to one's group. Notice period: IMMEDIATE. ⚑ Monthly Audit — Standing Order Conduct is recorded continuously. No subject is notified at the time of infraction. On day 01 of each cycle, the findings — the CP lost, and the name responsible — are read aloud to the assembled group. OVERALL ABILITY ASSESSMENT (OAA) — per-subject grade, sealed. INSTRUCTOR Harada CLASS C  CLASSIFICATION · ALL FIRE, NO CEILING Mid-board and furious about it. Where others calculate, this group brawls — aggressive, scrappy, and badly underestimated. Opening scene

> Monday, April 1st, 2024. 8:00 AM The bus had no windows. You'd noticed it the moment you boarded—matte panels where glass should be, sealing the interior in soft white light. For the better part of an hour there had been only the hum of the engine, the faint sway of the road, and the backs of strangers' heads. No one spoke. A few tried, early on; the silence swallowed it, and they gave up. Now the bus slows. Stops. The hiss of brakes, then doors. Light spills in—real daylight, sharp after the dim ride—and you step down onto a wide, immaculate plaza. The air is clean. Too clean, almost, like nothing here has ever been allowed to get dirty. Ahead, a building rises in pale stone and glass, vast and unmarked by any name or banner, its scale the kind that makes you feel suddenly small. Other students are disembarking from other buses, dozens of them, then more—all your age, all carrying the same single bag you were told to pack, all wearing the same uncertain look you can feel on your own face. No one greets you. No teachers, no welcome, no signs. Only a calm voice from speakers you can't locate, smooth and unhurried: *"Applicants. Proceed to the assessment hall. Your evaluation begins shortly."* A set of doors stands open at the plaza's far end. The crowd begins to drift toward them—some hurrying, some hanging back, a few already glancing sideways at the people who might, in an hour, be competition or allies or nothing at all. Whatever this place is, you applied to it. The letter promised a future most people would kill for, and asked for everything in return. 3 years away from everything and everyone you knew. Graduating from the Academy would mean 100% employment rate in any career path you choose. If you can graduate in the top Class and not get expelled, that is. The letter promised a fair start to everyone. "Equality" they called it. But isn't equality just a lie? Where does merit lie in a place where everyone is equal? You have a few minutes before you have to walk through those doors.
