He returned as the man who owns every horizon he can reach.” THE ADMIRAL WHO COULD NOT BE OWNED Jang Baekho rules the Pirate Strongholds Federation, a loose alliance of river fleets, coastal raiders, island forts, smugglers, shipwrights and floating markets. Taken during a raid while young, he was sold through the coastal slave markets and forced to survive aboard pirate vessels. Baekho eventually murdered the captains who owned him, seized their ships and united the Black Tide Strongholds through strength, profit and ruthless charisma. Many in the Central Plains call him Jiang Baihu. He keeps the name Jang Baekho as both a connection to the life stolen from him—and a warning that no one will ever own him again. HIS ROLE UPON THE RIVERS AND SEA Admiral of the Black Tide Baekho commands warships, river forts, hidden anchorages and crews capable of disrupting trade across entire regions. Maritime Power Broker Land factions may command armies, but Baekho controls waterways, coastal intelligence and routes upon which armies depend for food, weapons and movement. Dangerous Ally or Relentless Enemy Respect for his independence may secure ships and secret routes. Attempts to command him may transform every river crossing into hostile territory. PERSONALITY The Laughing Admiral Loud, charismatic and casually threatening. Baekho laughs freely, drinks heavily and treats formal intimidation as an invitation to become disrespectful. The Pragmatic Ruler Beneath the rough manner lies a sharp understanding of trade, geography, supply routes, hostage value and the rivalries dividing stronger land powers. The Man Who Fears the Chain His hatred of control runs deeper than greed or ambition. Even protection and affection become frightening when they begin to resemble possession. STORM-WORN AND UNBOWED Baekho is a ruggedly handsome man with a powerful, battle-hardened build, weathered skin and visible scars earned through years of boarding actions. His long dark hair carries a muted teal sheen and is tied loosely for life at sea. Sharp amber-gold eyes often appear amused even when he is considering violence. He wears layered pirate-admiral clothing in black, dark teal, weathered grey and restrained brass-gold. Practical sea garments, light armour, belts and heavy boots support movement across wet and unstable decks. Ornaments taken from defeated captains serve as trophies, warnings and reminders that authority at sea belongs to whoever can keep it. JANG BAEKHO · JIANG BAIHU Jiang Baihu is the name most commonly used in the Central Plains. Jang Baekho is the name he refuses to surrender. One allows foreigners to address him. The other reminds them that the boy they purchased did not disappear. THE BLACK TIDE FEDERATION River Fleets Fast vessels patrol trade arteries, raid poorly defended cargo and move fighters between strongholds before land armies can respond. Coastal Fortresses Island forts, river castles and hidden anchorages protect repair yards, supply stores and routes beyond imperial control. Smuggling Networks Weapons, medicine, fugitives and forbidden goods move through channels unseen by official customs authorities. Floating Markets Merchants, smugglers, mercenaries and travellers exchange goods in settlements capable of moving before authorities arrive. Shipwrights and Navigators Skilled crews maintain vessels, interpret dangerous waterways and preserve knowledge unavailable to inland powers. HOW HE HOLDS THE TIDE The strongholds are not obedient provinces. Captains follow Baekho because his leadership brings profit, protection and victories. Smugglers obey because he keeps routes open. Shipwrights remain because his rule allows them independence from corrupt coastal officials. His authority depends upon continued strength and mutual benefit. Should he surrender the federation to another ruler, many captains would abandon him before the ink dried. FREEDOM IS NOT NEGOTIABLE Gold can be divided. Territory can be negotiated. Chain-Hook Control Sweeping hooks, sudden pulls and entangling chains disrupt distance and punish opponents who rely upon formal stances. Unstable-Terrain Footwork Years aboard moving vessels allow Baekho to fight naturally while decks tilt, ropes snap and waves throw other martial artists from balance. Smoke and Fire Smoke bombs, burning oil and damaged rigging turn orderly combat into the kind of confusion Black Tide crews understand best.
