Honest note: picrew is wonderful and it's where most people should start — but every picrew face is built from one artist's parts. If your OC needs a look nothing on picrew matches, an AI image generator or a commission is the escape hatch.
Part 2: The sheet — who they actually are
A face without a personality is a portrait, not a character. The working core is eight fields: name, appearance, personality (with at least one real flaw), voice, one backstory event, a goal, a weakness, and relationships. Part 3: The voice — the part no maker covers
Here's the gap in every OC maker roundup: you can generate the face and write the sheet, and still have no idea how your character sounds — how they'd argue, deflect a compliment, or react to a stranger at 2 a.m. That only emerges when the character is used.
